Losing Manpower?
I am playing as Third Guangxi Clique,

Have all of mainland China under my ownership.
My question is why is my manpower draining instead of growing? No wars, cores on all states, no negative national spirits that drain manpower?

I went from over 100 million to now 64 million manpower, and each month it keeps going down? I had all adults serve, tried to switch it lower, still kept going down. Any ideas?

whats your garrison manpower requirement look like? As well as resistance and compliance levels in china.

whats your garrison manpower requirement look like? As well as resistance and compliance levels in china.

As they are all cores , I literally need only 2.2 of my division template 9 infantry 2 art , for Korea , so garrisons do not take any. All supplied. Since I wrote this I am down to 55 million haha. So I just think I will spam out infantry divisions to at least have that manpower somewhere in the field.

But it is weird, almost as if a bug as it goes down instead of accumulating

Confused what you mean by this? You "tried" to switch off all adults serve?

If you did switch off all adults serve then of course your manpower is going to drop?

Just use a single horse on local police force but since you have millions of manpower to spare you can use secret police if you're at war.

The rate of conscriptions drop correct, but I am losing about 1.5 million manpower per month, at peace time, not recruiting, not reinforcing.

Hover over your manpower pool on the top of your screen and it should give you a breakdown of the calculations behind your recruitment. Take a screenshot of that and post it here.


What's your economy set to? Total Mob has a -3% penalty.

Game is over, I lost to the USSR and Nato . it was resolved upon reloading, so maybe it was a glitch.

I did hover over the manpower and had a negative number of mobilizing instead of a positive one, but once I reloaded it went back to positive and manpower started going back up quickly.

I can but its ironman mode , so all I got is the end game menu because left my battle lines against the soviets and went to make coffee. Got overrun haha.

Soviets have entire Europe and Middleeast so they became a huge threat.

I messed up though , I should have flipped communist , formed a faction with them , and taken out Nato first. That would've worked for the battlecry achievement as I just had Japan left to conquer and had a couple provinces there from a peace deal

If you switched from All Adults Serve (20%) to Service by Requirement (10%) of course it's going to drop.
Sounds to me like it was a combination of demobilizing and reinforcing old armies.

The lower your mobilisation, the lower your AVAILABLE manpower. You have to increase your mobilisation to boost your manpower, not the other way around.

It's manpower that you CAN recruit. Not your total population that's not yet been recruited.

are you losing boats or planes?

a streamer who played this modded as japan in the black ice mod said there was something wonky with the chinese garrisons where it would do more or less what you are describing. sais something about a wonky bug that was sucking up millions in manpower for the garrison.

you have a core man power that has a number toggling it is good if you have the etra political power for it.


you can literally turn scrapping the barrel on and sucide units and literally run out of population which is cool.
