Italian Balance of Power disappeared

I haven't seen it on an Italian run since AAT.

I know where it used to be but it's not there now. And no-one seems to be trying to dispose of Il Duce when I'm playing Italy (though they clearly do when I'm playing someone else).

Is something weird going on or am I doing too well in Ethiopia and not triggering it or something?

It triggers once you’ve defeated Ethiopia and completed a few focuses.

I defeated Ethiopia in record time but I think I forgot about the bottom right of the focus tree.
