I'm guessing they already did the focus when you looked it up which is why it say it's no longer valid but otherwise this is an outdated relic that really needs a touch up.
The best way to not end up in a war with Japan is to only change the governments of the countries and demanding resource rights from them, as long as you don't annex or puppet them then this should be fine since if Japan invades them then you can trade from Japan directly instead.
Cool. I was just thinking signing a non-aggression pact and having close ties with them in terms of relations, licenses etc would of made a difference. As HappySack pointed out I think they might have completed the focus prior to me meeting the requirements of nullifying it.
