In my last attempt I set the game settings to non-historical in a way so that only Germany and the Soviet Union go their non-historical ways while every other country follows the historical focuses.
Then I waited for both countries to have a civil war or I reloaded. I got around 4 games running until after 1945 this way.
What I observed every game was:
Suddenly Poland gets a surge of Communist or Fascist supporters out of nowhere who start a civil war sooner or later. My guarantee does not matter and I can't support them in their civil war so they flip fascist or communist and when I wait until 1945 the achievement doesn't pop.
And this actually happens when I set the Polish AI to follow the historical focuses while all the others that could influence it negatively like Lithuania or Austria (monarchist paths) are turned off.
I guess you have to reload full non-historical games and guarantee Poland again and again until you get this lucky one in which Poland dominates Europe.
There's also the option that Germany turns democratic and invites Poland when it doesn't have a civil war to its faction which makes it more or less invincible.
But I don't see any legit way to get it done without needing a lot of luck right now.
