Blitzkrieg operates on two levels in HOI4:
As a Combat Tactic (Automatic in Battle)
The Blitz combat tactic is used when certain conditions are met, such as having high breakthrough and speed compared to the enemy.
This allows your divisions to ignore some enemy defenses and push through faster in individual battles.
As a Strategic Map Strategy (Requires Manual Control) :
Encirclements must be done manually—the AI will not prioritize cutting off enemy forces on its own.
Use offensive lines and spearhead orders for breakthrough divisions to attack weak points where enemy defenses are low.
Once you break through enemy lines, move fast and push deep to encircle enemy divisions.
After capturing key areas, place defensive divisions in conquered land to hold the frontline.
Repeat the process until the enemy is trapped and destroyed.
I usually have a defense army covering the whole front line, and then 2 attack/breakthrough divisions on left and right eating their way towards encirclement, this is the basiline idea but you should be creative with it based on the situation, make sure your divisions are fed with enough supply, if you can.
There are many ways to do this depending on how much effort you want to put in.
