How do I get Marcel Bucard in charge of Fascist France?

He only becomes in charge when France gets puppeted by a fascist country, but he's available as a advisor that gives fascist support and he doesn't become the leader of fascist France once I do National Regeneration focus. Weirdly, Pierre Laval becomes the leader of the fascists when it doesn't say that he's meant to become one.
Anyone know how to get him in charge without being puppeted???
