Germans got an option to censor them again if they want to I believe (or its planned to be an option at least).
We've released a minor hotfix to address a number of graphical content options recently added with Götterdämmerung.
This is in addition to our developers continued efforts on Hearts of Iron IV, most recently with Patch 1.15.2.

- Replaced some graphical content in the German version of the game.
- Removed game option to use silhouette portraits for German leadership and focuses.
That cannot be true as this is not how the USK system works.
If you change something inside your game that might validate your previous age restriction, e.g. via a DLC, you have to go through the whole process again, That costs money and has to be initiated by the publisher itself.
With a DLC that would have been around 400-800€, but with the possibilty of getting an 18+ rating. And taking 7-20 working days.

And once that is done, it is final for that version.
And looking in the USK archives, Götterdämmerung DLC was never submitted to USK for age rating. Therefore it was never submitted to them.

I know that posting. But the fact is that they never submitted the DLC to the USK for age rating. They could have done that but decided not to. And therefore had to revert it to the original blurred version.
And it would suprise me if the USK officials did not tell them exactly that.
though there are plenty of them, and they ruin things
they are not , i think lots people here forget 1 thing , in a lot games who were not censored in germany , often depicted nazi as criminals/bad and in said games "you were good guy who kill/shot nazi"
however , problem in hoi4 is that you can play as nazi , not only that but you can conquer world as hitler.
if you read deeper into link from above , paradox moderators actualy explain this a bit deeper that they tried , but law enforcing agency said "no"
There is nothing "deeper" to read.
Paradox is at fault here. They did not put the uncut DLC for age rating up.
