For demands that are based on military strength like returning the kaiser you can just delete your army so they will always refuse, blaming the game because you don't understand anything is not productive at all.
As for your save: If you start the game through Steam and start an ironman game and then start the game through the regular exe instead while steam is closed (aka bypassing steam because Paradox games don't do a steamcheck) then yes, the game will regard this savefile as altered the moment you save it (which on ironman happens the moment you load it)
Paradox forces me to have the game overwrite itself on a save so when something stupid happens like having my country spammed with contested government events despite no communist or fascist support, my entire Sweden playthrough doesn't get ruined.
Other stuff Paradox hasn't fixed, communist Baltic states ceasing their civil war when the Soviets get into a civil war. Countries in civil war starting a faction with other countries in a civil war. Civil wars turning into normal wars with allies stealing your land. My personal favourite: the new peace conference being illegible to a certain extent without addressing some of the problems it newly created. Countries who have war goals on states should be the only country to claim it unless another shares that claim.
If the country helped you then it will get claims. It sacrificed its man and weapons in your war and generated war score (no war score contribution = No claim rights). Given you cant repay the country with money etc it will instead claim the provinces if it can.
If you don't want them to take anything then don't invite them into the war. And for Europe you shouldn't need the assistance of any other nation if you're Germany anyway (this includes steamrolling Russia. But for Russia you should be able to generate enough war score to claim everything yourself anyway). Also historic AI off is begging for Civil Wars around the globe (Poland, Italy, Russia and Baltics being prime offenders. If you go Empire/Kaiserreich then also very likely France too because they get all the German communist refugees).
I can relate to the Hitler part. Had that as Brazil when Hitler lost against the Allies but was left alive (this was at like 41, historic focus off) resulting in him surviving in Praque. I declared on some nation (cant remember who. It wasnt venezuela nor Peru) as Brazil and they joined the Axis. This resulted in the Axis losing the war (duh) and me annexing Praque as Brazil because I had enough war score. That was funny in itself. I did abandon that Brazil world domination run though.

i get the hate for the rng. knowing that you have to do all the set up just for rng to kick in and have to restart kills the fun. at the very least there should be an option to save a set up for countries to avoid having to do it each time.
if you raise world tension by 25% the czechs will have a high chance say no and if your at war and i think lose some territory Lithuania will always say no starting the oyster conspiracy
winning the civil war and beating the czech entente is a pain but then you have a lot of territory and its just sitting back and waiting letting everyone else then going for the US
