As Austria you can do the path to puppet everyone to defend against Germany (and if you're good you can use their troops to win quickly), otherwise completing the shared focus tree will allow you to form Austria-Hungary.
Germany will only demand the Sudetenland so if you do give it up they will leave you alone but you can just stab them in the back later on when you're done conquering Romania and Yugoslavia and they're distracted from whatever.
Edit: Tested this with Austria and Germany still has a wargoal after giving up the Sudentenland so I think that's a bug

harder version,if you want to do it against hitler, you form austria-hungary earlier and by force. and nothing to do but dig in alps to carpathians, lv4 forts on every tile. germany will come, its inevitable.
but it ll be significantly weaker germany, weak enough you to capitulate them around 1941, with a bit allied and soviet help. its not hard. just build lotta fighters. thats what will hold your lines. germany will pound on your lines hard and you ll see it ll start to lose div strength after few months. it wont simply have enough production to keep troops well armed. also since war will start early on, germans wont have lotta divs or manpower neither.
rest is easy, walk to rome and berlin. you can do this with 2 good armies 2 fodder armies holding one side while good armies either push to italy or germany first.
