HOI 4 Starter Edition vs Standard ... if you only play axis

Just wondering if HOI 4 "Starter edition" is still worth buying if all I want to do is play as the Axis powers, because the Starter Edition comes with the Allied Armor Pack and Allied Speeches Pack.

Do those things enhance the game even if you're only playing Axis? Or do they only make the game better if you play Allied factions?

I believe you can allow any music to play regardless who you are playing as in the music player options. I hardly ever play as 'allies', usually I am a minor-medium communist nation or occasionally fascist and I have heard the speeches play. Might be lower priority than normal but you should still hear them. Otherwise you can open the music player and listen to them manually.
