I have released all the nations but i don't have the achievement... Why ? It's because BOlivia don't have the national focus tree ? Or i must do the focus tree Unification ?

Upper right > cup icon. Click there and it will show you what you need to do to get achievement or what you're lacking.

Yes, on this one everything is marked on green, but the Icon of America decolonized is bared with a red cross... and on the right it is written "impossible"...

Decolonization requires following a specific focus tree, communist. If you went a different route like say fascist or democratic then the achievement shows as available, but it is not possible because you cannot change focus trees.
