Ship designer with production efficiency gain?
The Battle Line ship designer for Austria has 3 different upgrades that give production efficiency gain, but dock yards don't use production efficiency, Factories use it but not dock yards. Whoever did the design for this MIO doesn't know the game enough to know that, and whoever supervises them either missed it or doesn't know.

This is actually hilarious. No passion from Paradox. But hey, Germany's new Focus Tree looks ornate though right? We can see where development time is spent

I seen another MIO with it, I forget which country though. Pretty sure it was one of the others in the recent DLC. Maybe the Congo?

dockyards do use production efficiency, if you hover over ship building progress bar, you can see on tooltip. more the efficiency the faster ships get built. while they have efficiency , i dont think it really has "gain" like mils have , so i believe what game trying to say is that its a direct/net +% bonus over current efficiency, without any waiting.

for ex,there re also other modifiers called "production output" for naval MIOs instead of "naval dockyard output". its all the same, more the merrier/faster.

this s partly an assumption, i dont use battleline designers, but since you re at that point in your run, you can quickly grind that upgrade and hover over progress bar, see if it ll directly add specific +%.

Speed of ship production is based solely on the amount of dock yards assigned at a set amount. The production efficiency does not improve over time like with factories.
If you mouse over the ship build progress bar is will say efficiency is 100% whether you have one or ten dockyards assigned. It does not matter is it is a new line on one from the beginning of the game. The only thing that will make it less that 100% is lack of resources. Any at more than 100% would be from spirits.

Note that it does not say 100% is the maximum. So technically that MIO you mentioned should be considered 115% I guess.

The MIO upgrades dont's say plus efficiency they say efficiency gain bonus like on a factory production where you have to build up the efficiency. The efficiency gain bonus increases how quickly you get to max efficiency, it does not increase max efficiency. Dock yards are always at maximum efficiency if they have full resources. So efficiency gain is no effect on dock yards. Which if someone is a designer on the game they should know.
