Kind of late. You should defeat China before attacking anyone else.
But if you want to play historical, well, yeah, picking it up is pretty much a must.
China has little to no strategic value. It has no real industry or resources and it doesn't provide a useful base of attack (unlike Belgium for Germany).
You can fight China for roleplay, because it's historical or simply to grind xp.
Fighting China later on does not help you in any way. You should be conquering Malay, Burma, Indonesia & India by 1940-1941. China only ties down your army and prevents it being used elsewhere.
In multiplayer you should quickly kill a China player as Japan as the China player will likely attack you at some point (when you're busy elsewhere).
To be fair only the warlord around hong kong is worthwhile to take on from mainland china, it has the most raw resources from the bunch.
In time China grow a lot and becoming real powerhouse - which means it is both harder deal it with it later and also quite useful have it asap as puppet and let it grow.
