This limits who you can play as and how strong they can become. The fact that you can't core land to make yourself more powerful contributes to this.
What I would like to see instead of more DLC focused on the current game is alternative universe/timeline DLC's.
I like Old World Blues because you can core land. So you can start small and become just as powerful as the bigger nations. This leads to more replayability because you can make almost any faction a superpower.
Kaiserreich is also good but it falls into the same trap as the base game. Trying to maintain balance and doing so with long focus trees that just keep you busy until war breaks out. I quit a lot of games in both the main game and Kaiserreich because of being railroaded down busy-work focus trees that keep you occupied twiddling your thumbs.
Because new game engine is the only way to remove that lag...
From what you can see in the past, the amount of time the games are alive, keeps raising. My guess on a HoIV would be a tad more time, than from HoI III to HoI IV and that took 7 years, so my guess will be 9 years after release.
HoI IV was released in 2016, so I think HoIV will come out Q4 2025
You have to remember, that it has to suit the other series as well, so next year all the fuss will be about Vicky... Becaue you know.. Everybody wants to date Vicky
