Report a translation problem
1) make scout plane design - medium airframe with recon equipment in first slot
2) add recon equipment to eg smaill airframe with machinegun - it will nto be named recon but still able make mission
They absolutely can be shot down. So either make a fighty scout (IE a fighter with a camera) or make it as cheap as possible. Also, range might be important depending on where you are and who you wanna scout over.
Oh, and afaik only unarmed, dedicated scout planes can be used to fly recon missions over countries you aren't at war with.
