HOW can i make hoi4 run faster

Need more data. Is this late in the game or early in the game? If it's late there's probably not much you can do until they do something to limit unit spam.

Your cpu and gpu seem fine, I’m
sporting the same cpu, so either lower your graphic settings (HOI is cpu heavy, however this will also lower the impact it has on both your cpu and gpu), or install a mod that enhances performance, most often by either eliminating countries and/or continents or something that reduces AI unit spam, as of this moment I’m currently working on a mod that does just this, reduce AI unit spam whilst maintaining the overall in-game balance.

I'm running a Ryzen 5 3600. Cap the FPS at 60 or less. You can do this with vsync if you have a 60hz monitor. Not much else you can do other than overclock the CPU. I'm genuinely curious of how HOI4's performance scales with more CPU cores.

well there is a way. you can change ai logic to use stronger divisions later on and that help a LOT you can reduce check time of events. you can take off usseles countries. you can lower graphic of your game that will help aswell
PS: really deppend on if you play sp or mp. sp can be raised even more
