It's been a while since I've done any modding so idk the directories off the top of my head but as an example:
I want to edit the focus tree and events for country ABC so I create a mod
In the mod I create the directory equivalent to the base game folder (again I don't recall the exact location so this is made up directory)
which in this fantasy focus tree's case is in
common/focustreeshere/ABC_Foc
So I create a common/focustreeshere folder and copy the ABC_Foc file to it
Then I find the related events (again its been a few years so don't know the actual folder layout) and find the appropriate events file in this case we'll assume it's in common/history/events/ABC_Eve
So we create in our mod the folders necessary and copy ABC_Eve into it
Do I create the mod folder in the folder with all the other national focuses?
You create a mod with the launchers create a mod button
Just look up how to make a hoi4 mod because it sounds like your at the starting line.
