Frigate/Destroyer Escort/ Destroyer/Light Cruiser, then Heavy Cruiser, Battle Cruiser, Battleship, and Carrier.
This is often calculated in a relative manner, meaning how many ships you're bringing vs how many ships your opponent is bringing. In most scenarios, this isn't enough of a penalty to outright demand you use smaller groups, and larger groups can raise it's positioning through an extended engagement to compensate.
That being said, it's worth noting that fleet size penalty can be a considerable issue when you have many outdated or unfit designs in a rather large task force, because not only do your stats average down as a result of older/unfit models, but combining that downtrend in stats with a bigger group and thus fleet size penalty, larger stacks can suffer.
This isn't very consequential when your ships are rather modern because their higher average will more than compensate for the positioning debuff. It's notable however because, as aforementioned, having a large group of outdated screens, for instance, could massively reduce the efficacy of your capitals for example with little to no benefit.
