Hi all, Having some trouble with Ethiopia.
Restarted 15 times (ironman mode)
For some reason i can not click the tab for this:

as you can see in these sceenshots I have done the work. I feel like it is bugged as I can't find any option. I have spent ages looking on YouTube and following all guides..

What is it am I missing?

Looks like it's bugged, if the war is over and this is your territory you should definitely be able to establish africa orientale italiana, even if I have to say that's not really worth it after the last patches, it just keeps releasing its own puppets that you will eventually lose when you integrate it. I would just directly contol the territory

I think it doesn't matter if Ethiopia lider is in exile, or not. What you need to establish Africa Orientale Italiana, are two focus. You need to finish 'Ministry of Italian Africa' and 'The New Emperor of Ethiopia', than you'll unlock the decision to form it.

check to see if the required states in , common/decisions/ITA.txt
you are missing one of them. (check to see if somaliland or the french port has been included)
alternatively some state numbers changed with goe and gotterdamnrung the list of required states could be outdated

Focus failed to form Italian East Africa for me after pressing button two days ago, no idea why, did nothing different to dozens of other times, suspect OP may be correct in their suspicions.

You have to actually capitulate Ethiopia before they go into exile since you have to own their land and not just occupy it. Otherwise if you're too slow then you won't be able to form your puppet of them.

I'd capitulated them way before they had opportunity to board the train when it failed to trigger after pressing button, as stated above, no idea why.

Just looked at the screenshot though and clearly this was not the case for OP, as the "own all states" has a red cross beside it, so, as pointed out by you, the war is still on with Ethiopia in exile :)

You need to subjugate the Ethiopian leaders too. Go for the ones that give you the most compliance but don't give territory away. As soon as you can, get the subjugate ethiopian leader focus and the victor emmanuale focus for ethiopia. I was able to get Italian East Africa pretty quickly.

those two are very important but there's another one where you can subjugate the leaders of ethiopia. one of the choices grants some resistance but more compliance than the rest, go for the compliance.
