How does the EU work in Millenium Dawn

Hi, I've been playing MD a lot lately and I'm really interested in the EU but I can't seem to grasp anything on how it works (specifically how to join them). I also couldn't find a tutorial anywhere.

they keep updating it, it used to be just some buffs-debuffs and passing rulings with uninamity of all involved countries but at this point they complicated things quite a bit, need to read the internal guides that are provided with the mod.
Main thing is: you either go down the EU focus trying to unite it into a single state with your country or you abdandon it and pursue your own goals, pay attention though, it usually turns fascist and starts declaring war on others

Ok but where is the internal guide?

The european union panel on the top bar right after the rocket icon, you click it and there are all the tooltips on bodies, rules, eu parliament, laws, influences and what does what
