Can't join Axis as Japan

I have conquered China, and I am not currently in a faction, but I can't join the Axis. I've signed the Tripartate Pact. There is a -175 "distance" modifier. How can I get around this? What do I need to do to join the Axis? I've already improved relations with Germany, they refuse to sign a non-aggression pact with me.

your not supposed to join the axis its breaks the game
all the axis troops will leave to your country and get raided

You did disband the Greater East-Asian Co prosperity Sphere faction that Japan creates right?
the -175 distance modifier is supposed to go down due to WT, but I assume you already have 100% WT right?
Has America entered the war yet? If America is at war with Germany you should be able to join the Axis by then due to fighting the same foe.

One thing I do know is that I joined Axis as Japan, after I conquered all of North America, so my distance modifier was probably lessened.

Has America entered the war yet? If America is at war with Germany you should be able to join the Axis by then due to fighting the same foe.

The world tension is still at 50%, and I have not declared on America yet. It's early 1939, so I'll try taking out America before joining. A lot of guides I have seen say to join after beating China to help Germany and Italy take out France and GB quickly, but that may be something Paradox blocked.

Maybe, I don't know what the modifier is at 100% WT, so you might be able to just join then. WT hits 100% after Poland capitualtes and war is declared on all of benelux, and or maybe denmark +norway so you still have lots of time to help before America gets active
