DLC "No Step Back" isn't working.

I loaded it, but when I play as the USSR, it doesn't have the DLC's focus tree. I tried playing as one of the Baltic countries, but the focus trees still won't load. How do I fix this?

You could try deactivating it in the launcher, launch the game, exit and then re-activate it.

Verify integrity of the files.

Do a clean install.

immortalis has it verifying should normally be enough i will say i have had the launcher tell me to delete it before because of problems it also get blocked by anti malwaree programs i would say delete the whole dam launcher from your C drive and when it installs it should be all good worked for me and it legit told me to do it for the new launcher update because
something messed up so hope those methods work

umm dam ok only thing i can really think of is it might not be downloaded on steam and so the launcher wont activate it u can download and delete each dlc for each game on steam make sure u have it downloaded. if thats not it i would probably delete all my c drive hoi4 stuff uninstall it wipe my steam file stuff for it go to my libary make sure that the dlc is installed on steam when u download the game again pretty sure u just click the dlc in the game on library or even in properties why your there make sure you are running newest version but purge that launcher info from C drive and start with a fresh launcher atm atleast for me i cant tell if this is a launcher thing of steam files issue

just make sure u go manage dlc when u are on the hoi4 library page and make sure its downloaded if not i have no clue and can only say i fix my problems by just getting a clean start on the launcher clear cache alot also if u fix good luck my guy done my head in

Nevermind, I just had the game running on the older version.....thanks for all the help

Are you trying to use it on an older version of the game like the OP was?
