I also imagine that it really screws minors over due to the civilian factory cost of actually making spy agencies being pretty high both upfront and in the long run.
In terms of equipment you get armored cars, which are more efficient for garrison duty if you have the factories to spare, and you also get recon planes. I have no clue what these do, and am actually curious about that. But you have those new bits of equipment at your disposal, so hey, there's that.
So it can actively make your game worse and better.
Personally i am getting a bit more experience with the game as is before i step into la resistance.
i played it with and without the DLC.
It does not really add much, since you can do some things from the diplomacy menu without the DLC.
The industry blueprint exploit though is something i would not want to miss in achievement games ;)
If you get it cheap, get it. If not... well, i am neutral.
