It's the points that planes contribute to an air zone when active on mission in said air zone, and is used to compete for air supremacy over an air zone, which provides different benefits to air, ground, and sea forces.

Not sure i still understand, the russians have 3 different Spirit of airforce command (among others):

Air mission efficiency 10%
Air power projection factor 10%
Air superiority 5%

Air mission efficiency will allow your planes to operate at higher efficiency if there are debuffs affecting that. So if they can't reach the full range of a region, if there is a storm, etc. this will help against that. But if they are already reaching 100% efficiency, then it will not benefit them over that. You can view the 'efficiency' of an air wings mission by looking at the red, yellow, or green radar and plane symbol on their wing when on an active mission.

Air power projection will increase the 'points' your planes contribute to air superiority to scale a percentage across all your planes.

Air supremacy is just a flat value to air supremacy, instead of giving more from each plane that is present.

Air superiority is a multiplier to the enemy air superiority effect on divisions. If you get air superiority over 50%, for each point you get a 0.7% penalty to enemy defense or breakthrough, capped at 35% with 100% superiority. This multiplies that potential 35%.

Not exactly sure where efficiency comes into play, as a further scaling modifier on the total malus or on the race to get superiority over 50. IIRC it's the latter.

I believe efficiency is a stat that reduces maluses ie. Bad Weather gives maluses and efficiency compensates these, so it's not as important as other stats that give benefits in all weathers.

This statement was not referring to the impact of air superiority on ground forces, which is aforementioned in that post of mine. This is referring to what OP referred to as the soviet 'air superiority +5%', and stating that it is a flat contribution to air superiority in regions from that officer corp buff.

Source?

The air power projection is pretty straightforward on the wiki; my statement about air supremacy, as I responded to the other individual, was referring to OP's question about the soviet chief of air buff for +5% air superiority.
