The expansion pass is $50 CAD for me, and if this is with a 20% discount then we can conclude that all DLC combined would be about $60 CAD.
As the other main expansions cost under $30 each, we can extrapolate that Götterdämmerung will also be a similar price.
From there the country pack should be roughly $20 and the unit pack will be $10.
I don't see anywhere that says these are sold separate and all links lead to this page...

This Expansion Pass includes:
Two Expansion Pass Bonuses: This pack includes model art for three German tanks of different sizes (the Panzer-Selbstfahrlafette II, the tank VK.3001 and the Löwe). These tanks will be unlocked immediately after buying the Expansion Pass. A unique arrangement from composer Martin Hall, Rides of the Valkyrie Music, is also included as an instant unlock with the Expansion Pass.

Hearts of Iron IV: Graveyard of Empires: This country pack for Hearts of Iron IV adds more historical flavour and national focus content to several Asian nations, including the Indian Raj, Iran, Iraq and Afghanistan.
Hearts of Iron IV: Prototype Vehicles: Deploy rare and unusual vehicles with the unit pack for Hearts of Iron IV. This pack will include dozens of art models for vehicle prototypes from the World War II
So, you can buy them separately, after they have been released. And because none have been released so far, you can not see them sold separately. But it is coming and you definitely can buy them separately and Only buy those parts that you are interested in.
