Hmmm strange. But why is it counted a 0 then? And not as 1 civvie reactor? Its so strange and confusing. Say one nuclear or 1 civilian. Maybe also differentiate between heavy water reactors and graphite. Because what happens if you capture a reactor from another country?
And in my game they(civilian reactors) dont work. They give bonuses. But no nuke production. Maybe belgium has a nuclear buff that causes you to make bombs without a reactor? I dont know. This game can be weird with its bugs.

Another weird bug (possibly related situation wise)I noticed is as Brazil if you for the initial air force focus for the 35 days for the military factory and it goes to certain provinces it adds the building in the province, adds it to your count, but does not give production (and no it aint a consumer goods thing.) Yet if you destroy or convert the building you lose a factory production wise.
So I am thinking maybe some of the places people are choosing to build the reactors are bugged when it converts from a normal reactor to a civilian reactor.
Best thing to do would probably be zip your savegame and send it off in a bug report on the Paradox forums.
