Danzig or War finished - can't declare war on poland

When I open the dialog to declare war the list of provinces is empty and the button to declare war stays inactive. What am I doing wrong?

The focus doesn’t give you a wargoal, it sends an event to Poland.

If Poland agrees to cede Danzig that’s it and you don’t get a wargoal; if they refuse you do get a wargoal via the event telling you they refused

They did not cede, I waited. On the top are the two swords indicating that there is a war goal available. Clicking there leads to the country page of poland. Declare war button is green. Clicking the button opens the dialog window and then the window will not fill up with provinces and it is impossible to start the war from here.

I got an error, when I tried to upload an artwork to show a screenshot.

If Poland cedes Danzig you don't get a wargoal, so it is either a bug or one of your mods.

Sorry guys. They did NOT cede and I play vanilla with all dlc and latest patch. No mods whatsoever.

I just had this happen as well. I had built up a collaboration government to the max level using spies. I wonder if this effected it. It was the first time I tried doing that
