Italy "Regnum Romanum" Super Heavy Tanks bug

Seems there is some sort of bug with creating Super Heavy Tanks as Italy. I completed the focus tree creating Regnum Romanum. When I create the Super Heavy Tank template it first of all have Hardness 0%. When I hoover it it says:

Super-Heavy Tank Chassis +100%
Super-Heavy Tank -100%

So it is some sort of double buff cancelling the hardness out.

I have not completed the focus Modern Musculus.

there is also a bug where super heavy battleship cannot be built, unless you change something in the game files. there is a thread on it
