How do I deal with the Kurdish resistance when going down the Ottoman path?

Initially, the decisions which quelled the resistance had a 50/50 success rate, but now it's at a 19% success rate. I've read through all of the decisions and focuses on the Ottoman path but there is nothing that explains the chance of succeeding here? I'm at the point where I'm losing 50k+ manpower a year manning the garrisons and I'm tempted to just let the Kurds rebel so I can easily crush the rebellion which would cost much less manpower. Also, how come these focuses take so damn long? I've just gotten my first wargoal and it's already 1940 and I haven't even touched the military focuses so my army is weak as hell. Maybe I just need to learn how to properly play Turkey but so far this plays awfully. Any tips for properly forming the Ottoman Empire?

jup these decissions dont work at all , my opinion is they screwed up this game by adding all this nonsense, instead of giving the smaller countries some bonusses and options the expand more easily they just made it even harder for them to do anything
i'm totally not liking this new dlc at all, by the time u fixt all the crap its past 1940 and wartension is 100% leaving u with nowhere to go but join either axis allies or commintern and still with nothin to compete against any of bigger countries

You shouldn't have bought it day 1, the DLC being made by a freelancer and not the main team should've been a big warning that it'd be buggy on launch date.

Forcing the Issue, (ie using the decision to clamp down) is not the best way to deal with the problem; as you say, it has a 50% chance of being good or bad. now technically you can get lucky and get good results all the time but a more hands off approach of just letting your garrisons deal with them, while slower, will be more consistant; even with the occasional timed event. Now you may have low equipment to begin with, but cutting down your military and prioritisng garrisons will help solve that issue. Adding Military Police to you cavelry garrison can also be helpful
