You absolutely have a right to be annoyed; something is going wrong for you and others and we're in the process of trying to figure out what it is and where in our or Steam's systems it is.
I suggest reinstalling because very often glitches like this can be solved by doing so.
If the update is straight up not downloading for you, then it should either be because your game is set to a beta branch, or you need to close and reopen Steam to prompt it to download.
The update is defiinitely been pushed to Steam, so if the above doesn't work I would reach out to their support
Yes. If anyone is trying to launch the game with mods enabled and having troubles, it is worth trying again with them disabled
I have tried the following:
-Check file integrity (passes)
-Remove and reinstall app from steam library

I did not have any mods enabled but I did have them subscribed in Steam. So they showed up in the launcher but not enabled. I just unsubscribed to all the mods I had (mostly around millenium dawn) which removed them from the launcher and now I see the research tree. For reference. If you have a mod but don't enable it, it can still interfere with the game (loads something even though not enabled)?
Go to properties and beta
Find out your beta code and change the beta,
Press opt out of all beta programs.
Then your game should update to 1.10, and the DLC should work!
Note: This worked for me but might not work for everyone. I hope this fix helps.
