Requirements for "We don't really like Statistics"?

Does anyone know the exact conditions to unlock this, i beat the Germans (Ironman and achievements enabled both ticked before anyone asks, someone always does) with the war contribution screen showing i only suffered around 660K casualties and Stalin as leader but it didn't fire,

My best guess is it one of the following, but does anyone knows for certain?

a) because i puppeted Germany (the description says conquer so do you have to annex them?)
b) because the allies liberated a load of German cores
c) does the achievement track overall casualties in that playthrough not just in the war vs germany (i lost a load earlier puppeting Romania and Turkey)
d) some random glitch

"Germany must capitulate to you. If it capitulates to the an other faction and you don't see the popup, you won't get the achievement."
Was my biggest issue. Need to get em really early. I did it before they took poland by naval invasion just abowe Berlin.
