if you have a desktop capable you will be able to run the game on your PC and via steam remote play playing from the PC>your laptop.
steam remote play requires both devices to be on the same "physical" network.
Install hamachi VPN to create a local network on both your PC and laptop and anywhere you go you will be able remote play anywhere. ( ie while using your phone as a hotspot to your laptop while on a train whilst your PC @ home does the work)
but no I wouldnt expect your graphics card to be capable of running this game on its own.
I played it on my crappy windows tablet thing in my college classes years back. I don't know the specs, but it probably had an older processor than yours and it had less than half the RAM you have. It was barely playable, but it worked. I imagine your experience would be better. GPU is not all that important for Hoi4, you can, and likely will have to, turn the graphics settings to the lowest.
It can be a number of things. I would try to verify game files through steam then restart your computer, as a start. If that does not work, you can try to update your drivers and/or see if windows needs to update. If all else fails, you can uninstall the game and try to install it again.
Arthur assuming you have the latest video drivers for your card, you can try going to game settings in the launcher and first try switching from full screen to bordered, then if that doesn't work to windowed, and then try switching from DX11 to DX9. Also try opening task manager (right click windows task bar to select it), then right click the game process in details (sort by memory to find it) and select priority high. Then wait. (make sure to shut down all other programs). Good luck.
