Italy can join the Allies if they went with the path opposing Germany; and it is even designed to do so if they choose to ratify the Stresa front (which, interestingly enough, is extremely historical seeing as Mussolini was actually quite happy going against Germany if it meant getting a bit of land from the Allies).
Some pro tips;
1. You do not have to fight Germany; you can cave over Austria with basically 0 consequences. Even after the Allies have given you compensation. IF you do choose war, Germany will go all the way and WW2 will start over Austria. Ive never seen Germany back down; not sure if its even in the RNG
2. If you choose to be friendly toward the nations in the Balkans, Guarantee and sign Non-Aggression Pacts, you will be given 100% of the possible land with the Concession focus. France and UK will give you everything possible. This includes Malta
