Can't annex puppets

I can't annex my puppets. Their level of autonomy is 0, they're my crownlands and it says "cannot change autonomy manually". Instead of chess figures there's a question mark

what country? if you cant annex it manually, that means you have to trigger an event from National Focus or decision to annex it

Who are you playing and who are you trying to annex? There are some edge cases to where you’re not allowed to annex a country until you get through your focus tree, or types where you can’t annex at all.

are you playing a mod? if its austria in kaiserreich you have to do your focus tree.

@53Army yeah like German Reich to Vichy France. you need to complete the decision "Execute Case Anton" to annex them

Kaiserredux and possibly Kaiserreich has puppet integration disabled. I only tried in Kaiserredux though.

Also when I play Road To 56, I can't annex puppets when I play Iran, Iraq, and Saudi Arabia. It doesn't say why but I just can't.

Maybe they mean if you make a max collab government of France that then annexes vichy france when the collab puppet is created?

I'm playing for communist Yugoslavia with the Road to 56 Mod but there aren't any foci to annex Romania and other puppets. I also tried to annex puppets in Millennium Dawn and it was to no avail either, the same problem. I had watched some letsplay video and the guy could annex his puppets after decreasing their autonomy to 0 by building on their territory. However, no matter what I do nothing helps. Imma check it without any mods

I found out what the problem was: the universal color puppet mod which s outdated. I had turned it off and everything had been fixed.
