I also failed several times against Argentina because my divisions weren't powerful enough to push.
I finally was able to destroy Argentina with a 27 width Infantry division: 8 Infantry, 3 Artillery, 1 Medium Tank.
Support Companies: Artillery, Anti Air, Medium Flame Thrower Tank and Recon.
Furthermore I replaced the 8 Infantry with 8 Mountaineers for every division possible which is also a lot of help in the South American terrain.
Overall great soft attack, a lot of armor, breakthrough and hardness in one Infantry Division and with all the bonuses of the division design, the planning bonus for attack and a little bit of micro management I was able to break the Argentinian lines and to encircle big parts of their army.
I designed the early tanks as cheap as possible with focus on the highest armor values and at least 80% reliability to spam them out in big numbers so all my frontline troops were well equipped when I attacked.
I guess that stuff like green air and A LOT OF CAS can also help but I usually start to build up an air force after I researched the 1940 designs and at this time it's likely that Argentina will join a faction so I didn't really try it out.

After Argentina mopping up the rest of South and Latin America is not that big of an issue. (unless the Allies intervene) But have fun with conquering the USA and Canada. If you go for the achievement manpower will be a very big problem for the rest of the game.
