Major nations are intended to take part in all of it. Although AI doesn't use it all too well.
The OWB mod has a cool system where the civs aren't needed. Instead you spend ingame national currency(NCR Dollars,Denarius,Texan dollars, Caps etc) to upgrade your agency. If HoI base game had currency, no doubt it'd be changed to work the same way.
BUT since Paradox wants (for some reason) to extend more and more the focus trees, in the end of the day you have tons and tons of useless focus to do to be able to finally have the one you want to, and meanwhile, you will rarely have any tech buff for your army. Because when you will have the time to do the mitary focusses, it will be too late to use them.
It's even worst when you take in count that Paradox always adds nerfs at a country to force you to use a focus tree to take them off :/ . It's okay for commi China or Yougoslavia because it does not take ages to do and you have the time to use most of the important stuff. BUT all what we have since Walking the Tiger (after this DLC I mean) feels super weird. Now you have Portugal with IDK how many focusses, and after that compares it at Italy ... It's almost like it's not the same game for all the countries. RT56 has a much better and clearer philosophy. Many of the countries the modders are taking care of, have a real reason to use their focus tree. Have to pay for a very low quality is quite hard to justify. Most stuff added by Paradox the last years is just cosmetic for SP.
The Spies have quite a large pool of missions they can perform; different ones for different needs. Do you border the Soviets and just need defense? Easy. What if you ARE a minor nation who doesnt have the industry to compete? Steal Blueprints. Stealing blue prints takes very little in return for free research. The most powerful of these missions and last ill mention is Collaboration Govs. Very expensive, but running 2 collaboration missions in any country you are about to annex gives you 75% starting compliance. This is so unbelievably powerful.
Collab governments has minor focus tree (which means +7% recruitable pop for fascists)
Collabs give 75% Mils AND Civs, which is the highest bonus of all subject types
Collabs also do not have any negative population factor due to subject type
Of all the bs in this game, i dont think the spies are as a big of a miss as some would say. But thats just my opinion
P.S. I only play Italy, where Collabs are hugely beneficial. Italian Greece and Italian Spain make Italy STRONK
If you're not winning with every major power, then you need to learn more about playing, so the spy options probably seem useless to you.
But generally the comments about the spy stuff were negative.
I really just wanted to Scout Cars/Planes and Trees.
