Gouverment change and dictators in jail.

So, I am playing as Poland, allied to Italy at war with Germany.
We won and Germany became a republic. Mussolini is in jail, somehow and has been replaced by a fascist cabinet.

How do you break a foreign politician out of jail and reinstall him ? (I have the spying dlc)

Also I want to bring Hitler back. Is he dead ? I had no pop up saying he is dead or arrested. Germany just changed its government. He is still probably the party leader.

I am new. I got this game because it was on sale.

Also what does "lend lease" do ?
They kept offering me during the war, I kept taking them. They didnt seem to do anything aside from eating my convoys.
