Do anyone know when will be the next sale?

Want to ask is the DLC going to be on sale if a new DLC being released? Or I had to wait until the spring festival sale?

DLCs may be discounted with release of newest one, but it's not guaranteed.
Wait for Steam sale or check: https://isthereanydeal.com

Edit: In your place I would wait till 07.03, if they decide not to give a discount for older ones, wait till Sale.

Cant answer about HOI, since I buy the DLC's for Hoi when they are available.

But I have a few DLC's for EU4 on wishlist and those are on sale often, Since they are both Paradox games I would guess HOI4 DLC's are on sale fairly often too.

Why buy it from steam itself?
It´s overpriced.
Game itself costs 7€.
AAT 13€
Together .. Victory is 5€
