Generally how you deploy units will change depending on your situation.
If you're at war or expect to be at war soon it's best to only train units in amounts that allow you to keep a ready stockpile, however, if you're not at war and don't expect to be at war soon emptying the stockpile is much more acceptable.

Late game USA with 300,000 guns in the stockpile? I’ll do 24 or 48 divisions at a time. 72 for garrison divisions.
Staggering the training is pretty handy /w supply issues - having a bunch of divisions not yet assigned to a task eating eachother into starvation is unpleasant. Sorting out where 5 or 10 must go is not burdensome.
