set the garrison template to a cav or cav + mp unit.
the game will automatically take manpower etc to fill out garrisons. armour, armoured cars (?) will reduce manpower losses of garrisons, but take valuable units.
on that screen you can change policies as well.
Guess there has been an update I'm not aware of... White Box of Death!
what am I doing wrong? don't tell me to use spys bc i am not interested in buying that DLC. I suspect that without the DLC it's unplayable.
This is the simplest answer you'll need. When it comes to choosing a template whatever template you choose all you need to do is have enough infantry equipment on hand to support it. You don't actually have to send forces to those countries to suppress them. You can also choose to give Garrison units priority. Whatever template you choose you can also change it at any time as long as you have enough infantry equipment you'll get your intended results.

I've watched tons of videos and no one ever mentioned this. I love the game but it sure is a pain to learn.
also garrison now refers to minor defensive units to protect ports/airbases
it's also the background system for managing resistance
