how to garrison troops
I go to occupied territories, and pick local police force. I then send troops into the land. They are the right divisions and the required division. So i need help. They just keep on rebelling even after putting troops. i made a seperate post but it was not exactly helpful, so im trying again.

use cavalry they have suppression and use the garrison option for your general it is in the lover part of your screen. A small flag. You can set them to only suppress. They will start to suppres uprisings.

On the main screen is a manage occupied territories button I think.
set the garrison template to a cav or cav + mp unit.
the game will automatically take manpower etc to fill out garrisons. armour, armoured cars (?) will reduce manpower losses of garrisons, but take valuable units.
on that screen you can change policies as well.

Just make 50 width cavalry divs with MP's in em, maybe some spies where resistance is the highest

Don't use spies it doesn't help in the long run.

I never use spies for anything else really. Intel comes without spies just fine really

Wait, a flag? I have the base game. no mods no DLC besides cosmetic. I now understand the garrison is in the background. What use do my actual units have now? Should I still produce and place my CAV+MP units in my external territory? Does it have any effect having troops in a terittory?

Manually placing troops on tiles has no effect

I been playing this game for a year or two, I still cant figure out what to do with the new garrison system. it drains like 50K manpower a month in certain games its absurd. Its like i can capture one province and never have manpower again.

what am I doing wrong? don't tell me to use spys bc i am not interested in buying that DLC. I suspect that without the DLC it's unplayable.

This is the simplest answer you'll need. When it comes to choosing a template whatever template you choose all you need to do is have enough infantry equipment on hand to support it. You don't actually have to send forces to those countries to suppress them. You can also choose to give Garrison units priority. Whatever template you choose you can also change it at any time as long as you have enough infantry equipment you'll get your intended results.

After putting in almost 300 hours into this game I finally figured you don't actually have to make garrisons,lol

I've watched tons of videos and no one ever mentioned this. I love the game but it sure is a pain to learn.

also garrison now refers to minor defensive units to protect ports/airbases

it's also the background system for managing resistance
