My theory is they're experimenting with new systems/mechanics as they wind down HOI4 for whatever HOI or HOI like game may come next.
i can't remember where off the top of my head but some one from paradox in an interview with a PC gaming news site said that they will make hoi5 after all nations in hoi4 have focuses trees
and this might just be me but i'd rather have hoi4 with all dlc then get hoi5 and have to rebuy content for nations other then the starting majors
you were that cow you needed to get to the other side of the fence cuz the grass looked so green but you didnt see the rattlesnake that lives on that side of the fence.
An addendum, if they are in fact doing this as far as setting systems/mechanics up for some sort of HOI5 my hope would be they are doing so to focus heavily on how to get the AI to better utilize them The only real major addition I would like to see added is an officer pool like HOI3 had.
