Why can't I annex nordic defense council puppets
Playing as sweden and formed the nordic defense council. I reduced the autonomy of the member states but when I go to annex it says always false. Why is this? And how can I annex?

Also playing as Sweden and I didn't go down the nordic defence council route at all, but took Iceland as a puppet through war. Now trying to fully annex it so I can proclaim nordic unity but its also impossible. It's like the AAT dlc made annexing these potential council members impossible.
