Sweden's SKF ball bearing help
Does anyone know how it works? I've just unlocked it but it doesn't appear in the decisions tab.

I believe Germany has to approve or deny it, but I could be wrong.

You should end up with a decision for each of the major powers once it activates. Then you offer them ball bearings for a PP cost, and gain the benefits if they accept

Do I have to be independent? I'm currently a germany satellite, might be the reason it's not showing up.

after the focus hits check your decisons for the other options. you can offer it to a few major countrys for benefits.
