Flame Tank Companies

I've researched Engineer Company II, which enables flame tank companies. But I don't seem to be able to add them as support to my infantry divisions (they don't show up as an option). Am I doing something incorrectly? Note that I don't have the tank designer DLC.

You mean you don't have access to the tank designer to add flamethrowers to tanks and are unable to add flame tank companies to your divisions as a result?

Correct. My understanding is that the tank designer was added as part of a DLC. I don't have that DLC, but the Engineer Company II research it enables flame tank companies. There's no disclaimer that you need a particular DLC for that to be applicable, so I'm assuming it's always been part of the game.

They only show up in the support companies tab, if you've at least one flamethrower tank template ready to be produced. If the vanilla tech tree doesn't give an option to build flame thrower tanks, then that will obviously not be possible, because you wouldn't be able to produce them in the first place anyway.

This seems to be the case. The research implies that you can build them, but you really can't.
