You might also get low stability due to having war with other countries. You also get “strike” event and if you don’t appropriately respond it, your stability will go down further more.
1. First thing is do the improved worker conditions (since you cant build for @#$% anyways)
2. Anti-Fascist and anti-democrat raids (if possible) you lose stability but gain it bakc and then some.
3. If you are at war then you have a stability penalty for low war support. This creates a cap on stability until you raise war support.
4. As said above, save political power for strikes to pick the most expensive option. This usually results in the "hero on the homefront" that gives stability bonus.
5. Grab anything that gives stability in focus tree (since it also affect production and consumer goods.)
