Researched but cannot build Super-heavy battleships although one already exists in a queue in 1939 scenario

Hi,

I purchased a HOI4 starter edition which seems to include 'Death or Dishonor', 'Together for Victory', 'Waking the Tiger', 'Anniversary Pack’ expansions.

I was playing Japan from the 1936 scenario, and completed research on a Super-Heavy Battleship I. But I could not select one from dockyards menu items, showing a "Modules of category Heavy Armor Scheme are not allowed for the slot Armor" pop-up.

Starting from a 1939 scenario, I found that one Super-Heavy Battleship was already in production in dockyards. Still, I could not build a new one by my own.

I would appreciate if someone could teach me how to build a new Super-Heavy Battleship in this situation.

SHBB's have their own hull type were you perhaps trying to apply the SHBB armor on a regular BB hull?

I think my playset does not have the capability to select armor for the ships. It maybe the case where some configurations from other DCLs are affecting my playset.

Make sure the design was not decommissioned.
If you researched the 1940 heavy hull it gets decommissioned.
Click the battleship portion, then click the show decommissioned.
Then recommission the hull.

If you have Man The Guns DLC then you'll have access to the ship designer otherwise I think you just get a default blueprint/design. A quick peek at the wiki shows that you likely do not have the DLC based on what I've read but I could be misreading your posts.
