Also, because my territories are not national - I have 0 manpower, so a civil war will destroy 50 or 60% of my divisions, for me it is critical.

I can't understand one thing you're trying to say here. It seems to me you're saying that to get what you seek to get you need a DLC but you don't have the money to get the DLC. Which if this is the case you've just answered you're own question. But I honestly have no idea in the world what you're even talking about since you start off talking about playing for Estonia but then talking about taking over USSR as the Reich which indicates you're playing as Germany. So what is it are you playing as Estonia, or Germany? Perhaps you should take your time and actually try to work out exactly what it is you're trying to ask here because I don't have a clue in the world.

it is theoretically possible to complete achievements without DLC, for example, I capture over China for communist China and got an achievement.
As for Estonia, I changed my ideology to Nazism and joined the German alliance.

The fact is that at the beginning of the game I managed to make a referendum. That's why I also think it's a bug. Can it be fixed somehow?

Okay if you're referring to the Fascism on the rise political event then it's an event and you have a choice for a referendum or this will blow over. If you select referendum then your government becomes fascist it doesn't set any sort of icon or anything. I think you're just misunderstanding what you did. As for the achievement do you mean Esti is Scandi?

Okay if you're referring to the Fascism on the rise political event then it's an event and you have a choice for a referendum or this will blow over. If you select referendum then your government becomes fascist it doesn't set any sort of icon or anything. I think you're just misunderstanding what you did. As for the achievement do you mean Esti is Scandi?

So you're allied to Germany, then that means you managed to get yourself Fascist without getting the fascism on the rise event or something. Because if you didn't see it then you either didn't switch government type or it did so without needing the referendum.

Some may be able to but not all, the wiki specifically states that the no step back DLC has to be enabled.

After I received the ideology of Nazism and joined Axis - another country influenced my country and I changed the ideology to communism, so that the civil war did not start (also thanks to the referendum). Then the same thing happened with democracy. But now the referendum on Nazism does not appear. There is a choice only of civil war.
