Norway cannot remove obsolete armed forces idea

The decision to lower the debuffs of obsolete armed forces doesn't appear after completing reform the army focus. have more than 15 preparedness and it still doesnt show.

the decision finally showed up right before 1941, not sure what focus or combination of focus and development revealed it

They need to make this more clear, I still have no idea how to remove it consistently.

this stumped me as well, because it worked fine for me. So i looked in the files to see whats up.

Norway needs to complete the Rearm for Defence focus to make the decision visible, and have over 15 preparedness to make it available. Hope this helps!

The communist path removed it automaticly in my test run, as soon as the civil war begin.

yea the other paths have focus that remove it straight out, the alternate democracy one vote of no confidence has a decision path that you must complete.
