4. Select the Save button. You need naval experience for this to work. If you don't have enough, you'll see the tooltip 'No experience points to spend.'

Or yeah you're trying to build a blank template and never made it into the designer at all.
Each sub hull research includes the equivalent torp research level. The separate torp research you depicted is for surface ships only. OP either doesn't know what they're doing or the playthrough is bugged.

I selected build a sub after researching a basic sub, I have no idea where you find a torpedo module for a sub! I assumed it was included as part of the basic sub.
Yes, when you research a new hull, you get the hull added to your production list as an empty template. You have to add certain minimum modules to it.
Because major countries like Germany already start with certain base submarine models, they already have the modules to begin with, so you can build them without further design work. Panama doesn't have base models.
But even as a major country, when you research the next submarine level (e.g., 1940 submarine), you will get an empty template for the new hull type that you have to add modules to. This is the way it is for surface ships as well, and tanks and aircraft if you have the applicable DLC.
