As Italy, how do I remove the Regio esercito as Italy?

You need to progress through the focus tree. Be mindful that a few of those debuffs can only be removed once you are at war with a major.

You can't remove it, you can however turn those red modifiers into green ones by progressing the military branch of your focus tree under 'army primacy'.
